What Happened

The LNJP Hospital project, originally approved in 2019 at Rs 533.91 crore for building a double-basement, 22-story facility, encountered a contractual dispute over structural steel work.

The contractor invoked the contract's dispute resolution clause and obtained an arbitration award totaling Rs 94.61 crore (Rs 82.44 crore as principal and Rs 12.17 crore as interest).

After the Delhi High Court's involvement for enforcement, the award amount was paid following court account attachment procedures.

As spending grew to Rs 586.09 crore and the project reached only 55% completion, the revised estimated completion cost escalated to Rs 1,268.85 crore, with the arbitration award flagged among key drivers.

The Expenditure Finance Committee has now mandated a detailed report on the arbitration circumstances, including the dispute's genesis, legal opinion, approval trail, and whether procedural norms were followed in the award's acceptance.
