What Happened
The mediation program, administered by Mediation Centers of Hawaii under a state contract, began in February 2026 as a statewide initiative to address rising eviction notices.
Within four months, the program mediated almost 400 cases, out of a total of more than 800 eviction notices filed during that period. About 200 tenants did not participate in mediation, even though the service is free.
Tenants are notified of the opportunity for mediation and have 10 days to respond following a landlord's notice of non-payment. If tenants decline or do not respond, landlords are allowed to proceed with eviction.
The administrator reported that most agreements involve payment plans, and even for cases where tenants leave, landlords are reportedly giving extended move-out periods. Feedback from both landlords and tenants has been described as positive.
Context
The pilot is based on programs previously implemented during periods of crisis in Hawaii, such as the COVID-19 pandemic and after the Maui wildfires. Prior initiatives also showed high agreement rates, typically between 80 to 90%.
Remote and in-person mediation services are available across all islands, coordinated through a central website for processing eviction notices and notifications.
